Once upon a time the local government had a vast scrap yard in the middle of a desolate area. The EU stated that such dumps required guarding and said, "Someone may steal from it and prevent the scrap being recycled."
So the EU Regional Ass. created a watchman position with 3 shifts and week ends in every Council and centrally hired 5 people to work 40 hour weeks for the job in each Council centrally.
Then The Council said, "How does the watchman do his job without instruction?" So they created a planning department and hired two people, one person to define the parameters and one person to decide on training both had been on Common Purpose indoctrination and propaganda courses so unsurprisingly they chose to send all staff on Common Purpose courses!
Then The Council said, "How will we know the watchmen is doing the tasks correctly?" So they created a Quality Control department and hired two people, one to do the studies and one to write the reports.
Then The Council said, "How are these people going to get paid?" So they created two positions, a time keeper and a payroll officer, then hired two people.
Then The Council said, "Who will be accountable for all of these people?"
So they created an administrative section and hired three people, an Administrative Officer, an Assistant Administrative Officer, and a Legal Secretary.
Then The Council said, "We have had this command in operation for one year, and we are £918,000 over budget. We must cut back." So they laid off the watchmen.
NOW slowly, let that sink in.
Quietly, we go like sheep to slaughter.
Does anybody remember the reason given for the establishment of the DEPARTMENT OF ENERGY....., PCTs (Patient Care Trusts)....., Regional Assemblies ......, Carbon Trusts ......, Climate Change Officers ......, EU Studies Departments ..... & so very many other QUANGOs and Non Jobs ?
Anybody?
Anything?
No?
Didn't think so!
Bottom line: We've spent several hundred billion Pounds in support of an agency...the reason for which not one person who reads this can remember!

I'm sure it was very simple . . . and, at the time, everybody thought it very appropriate!
Let us consider The Department of Energy in America as an example of just this type of folly, less emotive than examples of NON Jobs that YOU might have!
The Department of Energy was instituted on 8/04/1977 by none other than our USNA educated-- president -- Jimmy Carter --TO LESSEN OUR DEPENDENCE ON FOREIGN OIL.
Hey, pretty efficient, huh???
AND, NOW, IT'S 2010 -- 33 YEARS LATER -- AND THE BUDGET FOR THIS "NECESSARY" DEPARTMENT IS AT $24.2 BILLION A YEAR. IT HAS 16,000 FEDERAL EMPLOYEES AND APPROXIMATELY 100,000 CONTRACT EMPLOYEES, AND LOOK AT THE JOB IT HAS DONE! THIS IS WHERE YOU SLAP YOUR FOREHEAD AND SAY, "WHAT WERE THEY THINKING?"
A little over 33 years ago, 30% of our oil consumption was foreign imports. Today 70% of our oil consumption is foreign imports.
Brillant, our ever efficent 'gubmint employees' diligently at work....
Ah, yes -- the good old Federal bureaucracy!
Right now ask yourself what exactly has gone wrong in YOUR Local Government where the costs have rocketed, the average Council has 12 fully employed Lawyers and there are now over 160,000 Lawyers in Britain yet only just over 140,000 Police!!!
Have YOU heard about cut backs to be made in Police Forces and policing?
Yep ME TOO!
Have you heard about cut backs in Lawyers employed by YOUR Council??
OK so how about COSTS - Have YOUR local taxes gone up in cost during the last 20 years by any chance?
Is this reflected by the better services?
With all this extra money and all these extra staff I presume they manage their core duties and deliver better services - Are your streets cleaner? ..... Is your Garbage removed more efficiently and more often? ..... Is parking more readily available and free like it used to be? ...... Are shops and services in YOUR high street better in view of the obscene amount spent on 'Town Center Management & claimed 'Re (de) Generation'? .....
Funny NO ONE I know believes the services are better but everyone is horrified how Government has become the ONLY major growth industry and so one must ask how society MIGHT benefit? .....
Damned if I can name a single gain!
