It would seem that these United Kingdoms have moved from being a State with a Police Force to a Police State and one wonders what insidious contacts and controls Common Purpose - a supposed Charity, or so it claims, Just what is this alternative and unelected power.

Common Purpose censors eutruth.org.uk ….A Free Country?

Common Purpose censors eutruth.org.uk We have 48 hours left. They have no right to do so. These articles have beeen published since 2005,were brought to the attention of scores of Common Purpose members then, are on multiple websites, have been in hundreds of thousands of copies of newspapers, and around 100,000 handouts in 2005/6 alone.
So five years later they are not news, and they lost the right to challenge them some years ago.
They don’t like the truth being told in:

Labour’s fixed leadership election Of the five candidates, the top three runners, David Milliband, Ed Milliband, and Ed Balls are all Bilderbergers, the 140 strong ultra senior freemasons who’s job it is to build the EU dictatorship.
They have controlled the Conservative party since 1970, with at least 8 of its senior members Bilderbergers, today including Francis Maude, Ken Clarke, David Cameron and William Hague, and the Labour party since at least 1985 through Bilderbergers including Tony Blair, Gordon Brown and Peter Mandleson.
The power of the Bilderbergers is such that since 1970 every British Prime Minister has been a Bilderberger – which they often achive through fixed elections like this one.
Labour Leader John Smith (and later Robin Cook) would not comply. Both ended up dead of surprise heart attacks. Heart attack inducing substances like potassium chloride are their preferred method.
Margaret Thatcher, a naive Bilderberger, realised later on the EU was a dictatorship, and made her Brugge speech opposing it. Within one year the other Bilderbergers in her cabinet had her out on the street, and a compliant Bilderberger, John Major in her place. Margaret has suffered ill health ever since, preventing her from mounting a campaign; that was almost certainly a substance administered in her food.
It is Bilderbergers who force our three parties to insist on being inside the EU police state, and are the reason their policies are indistinguishable in practice (although they may pretend otherwise in rhetoric and manifestos.)
The phony cuts £167 billion a year was wasted on quangos in 2007 according to the Cabinet Office – its nearly £200 billion pa now. These British Quangos, mostly controlled by the EU’s Common Purpose organisation, are the largest bribery structure in the world – that’s 12.5% of our economy of £1,330 billion to pay up to £300,000pa salaries to 100,000 people the government and EU need to influence.
£60 billion is wasted on 800,000 overpaid bureaucrats installed in the NHS by the EU’s Common Purpose to destroy it. Hospital and medical staff are only 400,000, and are deliberately paid peanuts and overworked to sap moral as the bureaucrats make continual changes calculated to make their lives impossible and to sabotage the NHS.
£100 billion a year is wasted on EU regulations according to the governments Better Regulation Task Force Annual Report 2005, with a foreward by Tony Blair.
Since then the waste in these three areas has got much worse, but the government won’t publish full figures.
Even if they just cut all this waste at 2007 levels, the government would save £167 + £60 billion = £227 billion, and save industry £100 billion in EU costs, total saving £327 billion, far, far more than they ever need to save: The budget deficit is only £155 billion, total government borrowing £903 billion, 60% of GDP. They could pay it all off in just 4 years.
One of the 200+ methods the EU is employing to destroy Britain, its biggest enemy in two world wars, is to swamp us with government, bureaucracy and regulations, and tax us into poverty
Yes, governemnt should be reduced (by 75%, not 25%). But it won’t happen. If they really meant to save, the above are the cuts they would start with, and it would be easy. But they have no intention of saving; their intention is to keep stealing 70% of the economy in taxes, fines and charges to collapse our nation, to fund their bloated lifestyles and waste.
As always, they’ll cut front line services, but keep the armies of bureaucrats and patronage growing. They will ensure as many British as possible are diesempowered and in poverty on £5 per hour as they can. Our government ministers do not represent us, but are agents for a foreign power:
Elections in the British One Party State      David Cameron              Gordon Brown               Nick Clegg                     Lord Pearson               The Nick Griffin
Bilderberger                   Bilderberger                  Bilderberger;             Freemasons & CP;       Freemasonry family
EU controlled                 EU controlled                EU controlled                 EU controlled                EU controlled                  –>

If you vote Conservative, Labour, Lib-Dem, UKIP or the BNP, you’ll be voting for the EU dictatorship. All five party leaderships are EU controlled. That’s why your vote doesn’t make a difference – all these five parties have the same policies: the EU’s policies.
The 16 most senior politicians in the Conservative and Labour parties, including Francis Maude, Ken Clarke, Cameron, William Hague, Brown, David Milliband, Peter Mandleson are Bilderbergers, the 140 strong band of ultra senior Freemasons whose job it is to build the EU dictatorship.
No Bilderberger, Freemason or Comman Purpose graduate should ever be allowed to hold public office.
UKIP and the BNP are honeytraps to neutralise activists: UKIP is riddled with Freemasons and Common Purpose like a cancer, and the BNP controlled by the Edgar Griffin (father) and son Nick Freemasonry family. The 350,000 freemasons and the 40,000 strong Common Purpose Organisation are the (mostly unknowing) footsoldiers of the EU in Britain. (Which makes the BNP the easiest party to clean up – get rid of the Griffins, and put in a real anti-EU leadership.)

Elections: Vote, but pick someone minor

All the main party leaderships are controlled by the EU. There are 650 MP’s, 72 Euro MEP’s and 30 thousand councillors to vote for. So who do we choose?Pick a candidate who knows the EU will be a dictatorship, a police state, and bring us poverty. If he’s passionate about getting out, he’s your man, regardless of party. Or pick independants and unknowns: the EU has no control systems in place over them.Don’t ever vote for Gordon Brown, David Cameron, Nick Clegg, Nick Griffin, Francis Maude (Horsham) Ken Clarke, (Nottingham) David Milliband (South Shields), Peter Mandelson. These guys are either Bilderbergers (who’s job is to build the EU dictatorship,) DVD agents, Freemasons or deliberate EU collaborators to man, as are all ministers and their shadows. Never vote for them.Do not vote for the Conservative, Labour or Lib Dem parties – they are the ones who broke our British constitution by illegally by forcing us into the EU against our wishes and without a vote. The EU has an iron grip on those parties, and through them has deliberately created the disasters that fill our newspaper headlines every today using Frankfurt School subversion. Don’t vote for more of it.
Back to the EU: –>
The new EU President: Herman Van Rompuy (ex Belgian PM) -a federalist, very pro the EU dictatorship, a deceivingly innocent looking pair of hands while the EU consolidates its power. EU foreign Secretary: Lady Catherine Ashton, whose career followed the path of many communists with fat salaries from state organisations, was the EU trade Commisssioner and is the traitor who forced the Lisbon Treaty through the House of Lords. An evil pair. How much did they rigg the Irish second referendum by? 40%?
The Lisbon Treaty abolished Britain
on 1st January 2009

This sixth and final EU treaty formally replaced Britain with the European Union on 1st January 2009. This is a year before the deadline set by the Chancellor of Germany, Angela Merkel.
The Treaty “takes primacy” over the British Constitution which it thereby abolished, and with it the nations of Britain and England; it gives the EU the power to close our Westminster Parliament. The Lisbon Treaty was our Anschluss – It took 4 years for the founder of the EEC, Adolf Hitler, to turn Austria into a full police state after he annexed it. Similarly it will take the EU 3-4 years to consolidate its power, and it will then be impossible to get out.
The Treaty sets up an unelected three tier politburo executive in Brussels with absolute power, a dictatorship on the soviet model. The EU parliament has no power and is a sham.

http://eutruth.org.uk/

The link to You Tube: http://www.youtube.com/watch?v=NdOwFdf5AkwRead the “7 deadly Lisbon clauses” on the left. Gordon Brown was lying: the Treaty is worse than the EU constitution.

The Queen and Parliament completed ratification spring 2008

MPs voted by 362 – 224 for the Reform, or Lisbon Treaty in its Second Reading on Monday 21st January 2008. Parliament allocated 12 days to discuss this treaty in February (not much for its own abolition). The Queen, one of the main driving forces behind the EU for most of her life, gladly gave her Royal Assent on 19th June 2008. This means Westminster and the Queen ratified it behind our backs, as they have the other five treaties. This Commons vote, one of the most important in our history, was largely unreported by our controlled press.Since 1973 when the first EU Treaty came into effect, the EU has moved tens of thousands of pro-EU people into the senior positions right across our Parliament, government, press and media. Good leaders are being ejected from government bodies and organisations at all levels of society to be replaced by corrupt, incompetent people who can be controlled.

Westminster has been a puppet government of the EU for 36 years.

The Conservative, Labour and Lib-Dem parties pass EU treaties, EU laws, EU regulations and EU policy; over 80% of its legislation and policy is the EU’s. Our five party leaderships take their orders from the EU, not from the voters, which is why your vote makes no difference, and the reason your wishes are ignored.Westminster has passed over 300 major laws, like the Civil Contingencies Act, to “harmonise” our laws with the EU’s. The loss of freedoms and emerging police state is the result. They have also passed 120,000 EU regulations; the 10% enforced so far have closed scores of thousands of businesses, from village petrol stations, to big industries like the Rover Car Co, to post offices (EC-9767). When fully enforced most of Britains 4.5 million small businesses will close, and most of their 13.5 million workers will be unemployed.Yes, the EU will cause abject poverty, but in Britain alone. These 120,000 regulations do not apply in other EU countries. Nearly all the new “daft” rules, from dustbin over-enforcement to the Intercept Modernisation Bill (spying on our mail, email, phones; EU directive 2006/24/EC; see the Interception Communications Commissioner) to the complete removal of the public’s wishes from local planning permission, stem from EU legislation. The leaderships of the Conservative, Labour, Lib Dem, UKIP and BNP parties are run by placemen loyal to the EU. There is only one British political party – the EU party – we already live in a one party state.

EU Collaborators closing Westminster

Gordon Brown, his Ministers, David Cameron, Nick Clegg, Nigel Farage, Nick Griffin and their senior colleagues are conscious EU collaborators. There are no senior people with power in British politics or the judiciary who are not bought and paid for by the EU. MPs, such as Westminster’s Mark Field, will admit to you they know their Parliament is closing. On 1st January 2009 the Lisbon Treaty removed the last 20%, ie all remaining power, from our Westminster Parliament, which became defunct on that day. It will continue the charade for the EU’s sake, to conceal the truth from the carefully dumbed down British Public, until the EU has consolidated its power. On 4th June 2009 we had elections to the sham Brussels Parliament, the only elections we will get in the future.Westminster’s five year term expires on 5th May 2010 and a British General Election is due. The six treaties make no provision for an election to our Parliament. If by that time the EU feels it has consolidated its absolute power, it will use it to cancel that election and to close Westminster. But the EU’s time scales slipped – they surprisingly allowed themselves to be slowed down by the first Irish referendum. There probably will be one more election to Westminster, when the deceived public may indeed vote for the Conservative party – EU controlled since the 1960′s by its 8 high level Bilderbergers. Today these are led by Ken Clarke and Francis Maude, the real leaders – see “Freemasonry did it,” left. You need to vote for independants, and unknowns – the EU doesn’t have a control structure for those. The EU has always planned to break England up by ruling directly from Brussels through the 9 EU regional capitals (Exeter, Manchester etc.), by-passing Westminster, from which every function will be removed.

When Westminster closes its much harder to leave

- Because there will be no Parliament to take us out. The legal way then is for senior judges to declare the six EU treaties illegal under the British Constitution and therefore null and void. But the reason they didn’t do that decades ago is because our Law Lords too are part of the tens of thousands carefully chosen and moved into the controlling senior positions precisly because they are prepared to break the law to keep us in the EU.Treason is the most serious of all Britain’s crimes. It still merits life imprisonment. There is little time left to bring these vile British traitors to justice, and get us out of the EU dictatorship.

Economic destruction of Britain; and we will not be allowed into the Euro

The EU dictatorship cannot be built while there is a strong and freedom loving Britain on its doorstep. (We stopped them in 1914, 1939, and they don’t remind you that the Nazis launched the EU as the EEC in 1940.)For this reason the EU plans to destroy Britain economically (well underway – 35% done), militarily (see Lisbon – 30%), judicially (55%), socially (eg the deliberate breakdown of the family – 30%) and politically (70% complete). The fact Britain is doing worse than other countries in this recession, and Sterling is falling, is entirely due to the deliberately crippling costs of the EU, now 1/4 of our economy; its made our Exchequer almost insolvent with the extra borrowing its caused. No, the EU will not let us into the Euro; its much easier to destroy Britain and Sterling together if we’re kept outside. The success, over the last fifty years, of the EU’s Frankfurt School subversion techniques on Britain (see left) has been astonishing; the abolition of Westminster is one of their remaining goals, after which the EU will use clause 8A-4 of the Lisbon Treaty to close down the Conservative, Labour and Lib Dem Parties (together with EUCJ ruling 274/99 to close UKIP and the BNP.) The destruction of British democracy will then be 100% complete.

The EU remains illegal

Each of these six treaties are completely illegal under the British Constitution (which is written, every word since Magna Carta), our 1689 Bill of Rights, our treason laws, and under our common law. It is unforgivable that the Queen, her Ministers and our Parliament have committed the criminal act of treason by signing these treaties, and broken our laws to abolish our nation. The EU will always be illegal in Britain; but once the EU has complete power and control here, we can no more get rid of it than we could Germany, had their planned illegal occupation of Britain in 1940 been successful.

No referendum

German Chancellor Merkel chose this sixth Treaty instead of pushing it through as a constitution to avoid referendums in member nations. She visited 10 Downing Street and forced Gordon Brown to cancel both his promised referendum, and his General Election.”Anti-EU” groups have encouraged us to call for a referendum precisely because the EU has already prohibited it, and they know it will fail. The EU has ensured the leaderships of nearly all these groups have pro-EU people at the top to ensure they fail. (for example, the leaders of UKIP and the BNP, Nigel Farage and Nick Griffin, are both working for the EU.)

  1. 2010 all the treaties have been signed- signed by TRAITORS!!

On the basis of the laws and treaties already signed by our Queen and Prime Ministers,
What will life be like in the EU after the 6th Treaty is signed?

Our Westminster Parliament immediately becomes pointess as its remaining powers are transferred to Europe.
It is the formal end of Britain and England as nations.

Britain’s 153 embassies around the world will be closed as the ink from the Queen’s signature dries. (As Tony Blair refused to admit this has been agreed to, Jose Zapatero, the Prime Minister of Spain, confirmed it in a February 2005 radio broadcast.)

After the EU abolishes our 48 counties your address will change from 4 High St, Taunton, Somerset, Great Britain, to 4 High St, Taunton, Area K, European Union. (The glorious EU county “The South West Region” has had the postal address “Area K” assigned for over a decade.)

The Official National Anthem of the EU, which you should have known since 1971 is based on the melody “Ode to Joy” by Beethoven, formally replaces God save the Queen. The EU flag replaces the Union Jack, the red, blue and white nautical ensigns etc. (The EU Commission has already ordered (24.11.2005) our Merchant Navy to fly the EU flag in place of the red Ensign.)

The EU takes ownership and command of our Police, Army, Royal Navy, RAF, nuclear weapons, currency reserves, North Sea Oil. (See the EU Constitution below)

Serving officers in our police, army, navy and air force already know they will have to take an oath to the EU instead of to the Queen. If they don’t many have been told they will be dismissed. The EU will have complete military control of the UK.

The UK Independence Party will be banned under the 1999 ruling of the European court of Justice case c274/99, where it was held that it is illegal to criticise the EU.

The Conservative, Labour and Lib-dem parties will be abolished (only pan EU parties like the EPP or PES are allowed -see clause I.46.4 of the EU Constitution). It will then be blindingly obvious to even the dumbest politician there is no reason to keep Westmister open, and that the EU has the legal right to close it.

Many people will be excluded from the jobs they know best, as the EU’s demand that you must pay to be re-taught the job, and pay for a certificate before you can be employed, becomes universal.
Hundreds of thousands more small businesses will close on the enforcement of the remaining 100,000 EU regulations our government has already passed. Several million will be permanently unemployed as a result.

We will all be criminalised by the 107,000 regulations. Its impossible to know or understand 107,000 regulations, and the poor can’t possibly afford to comply. We will all be subject to frequent fines and arrest as a result.

    Here are just 4 examples:

Under EU regulations it is now illegal for you to repair your plumbing, electrics or your car (from 1st January 2006). If you buy a boat over six feet long, built after the EU Recreational Craft Directive of 1999, and don’t pay the EU £4,000 to “measure” the boat, you get 6 months imprisonment. We will live under permanent threat of arrest and fear of the knock at the door that takes us away.

Massive corporations will do well, but with huge immigration allowed from the EU, they’ll be able to pay minimum wage everywhere, not just in the provinces as they do now. If you don’t accept the minimum they’ll employ a Pole or a Czekoslovakian.

Big corporations will also have a near monopoly (with the government) on employment and will be able to dictate unfavourable terms to staff without fear of contradiction.

Plum government jobs and corruption will ensure the wealth of politicians, bureaucrats, their businesses and associates at all levels of government, including local government and amongst our 7000+ quangos.

Society will divide into two: the remaining 60% of us will be either unemployed or treated abysmally on minimum wage.
Taxes will rise more steeply to pay for the even larger explosion in government growth and corruption
There will be no redress through local democracy because there won’t be any. The nine UK regional governments, which replace our 48 counties and councillors, will be unelected (see the European Regionisation plan). Our only vote is to the powerless EU parliament. We will be ruled by the 25 unelected Commisssioners, and have have no redress at any level; we will be as poor but have less freedom than Soviet Citizens.

If we demonstrate or protest we can be be seized and relocated to another region. The EU Arrest Warrant and Civil Contingencies Act 2004, with 20 other oppressive Acts the Queen has signed between 1972 and 2005, give the government absolute power over us. They can shoot us if they wish with no legal comeback – the shootings of innocents Philip Prout and Jean de Menezes were entirely legal under EU law.

The tendancy to pick on Muslims, as Germany used to pick on Jews, has already begun. Europe will be a very nasty place.

How long will the EU last?

Eventually, perhaps 15 years down the track, Europe will collapse under the weight of its own corruption, bureaucracy, and regulations. There will be so few productive businesses that even at 100% tax rates we will not be able to support the massive, corrupt and wasteful government. Many of us will be starving in the lead up to the collapse. After the collapse we may be able to leave the EU, if a dictator has not taken advantage of the complete absence of democratic checks and balances by seizing power. The Constitution of the EU is similar to the Soviet Union’s. That dictator is free to choose between a Soviet or Nazi style government. Then it could take 70 years to break free.

    FABIAN FASCISM THE CHOICE!

AS IF TO PROVE IT–THE FOLLOWING BOOK WAS BANNED IN BRITAIN!!

AND RODNEY AZELLE SHOT IN THE HEAD 5 TIMES 12 WEEKS BEFORE DE MENEZES….

The Evidence That Britons And Americans Are Living In Fascist Countries

    Vernon Coleman

Fascism was invented by Benito Mussolini. Here is how he defined it:

`Liberalism denied the state in the name of the individual; fascism reasserts the rights of the state as expressing the real essence of the individual.’

He also pointed out that: `the more complicated the forms of civilisation, the more restricted the freedom of the individual must become.’

Today, both America and Britain have fascist Governments. Fascism reduces our freedom and privacy because only the state really matters and the state (and those who work for it and control it) take precedence over everyone and everything else.

: the state comes first and the people come second. The state’s employees exist to defend the state (rather than to care for the people) and their loyalties are to the state. That’s the fundamental difference between a fascist state and any sort of democracy.

Democratic states provide leadership; representing the people in the nation’s relations with other countries and making decisions designed to protect the safety of the citizens. They also manage the infrastructure without which no country can survive; providing services which can not properly be provided by individuals within communities.

Any time a government does anything that isn’t protecting the lives, liberty and property of its citizens it is exceeding its authority.

Running an army is an essential government activity. Providing a decent transport infrastructure (roads and railways) is an essential government activity. Starting wars for no good reason is not within the remit of a proper government.
Politicians in the world’s two largest fascist countries, who were hired to protect individual citizens, have adopted policies designed to exploit the citizens and to take advantage of them. Politicians who were elected to look after the voters now expose the people they are paid to look after to increased danger. These fascist governments exists to protect their own survival (and the survival of the politicians) rather than to protect the interests of the electorate.
The people didn’t want to go to war with Iraq. Parliament didn’t want to go to war with Iraq. It was always clear that going to war with Iraq would dramatically increase – not reduce – the danger to individual citizens. (Decent countries don’t start wars unless they are necessary for the defence of the realm.)

In the end Britain went to war with Iraq because it suited Blair’s personal agenda. We went to war with Iraq so that he could ingratiate himself with Bush and other powerful Americans and, therefore, ensure for himself a more than ample income on his retirement.

The micro management fascist style of government favoured by the British Labour party has led to another dramatic change in the way people behave. The Government’s programme of welfare support and its blind enthusiasm for means-testing mean that increasing numbers of people are now content to lie back and let their nation look after them. Instead of encouraging and rewarding self-sufficiency we are encouraging dependence. This is not going to be easy to cure and is almost certain to get considerably worse before it gets better. There are millions of citizens in Britain today who genuinely believe that the State owes them a living. They seem to assume that the State has a duty to provide them with money and services, and they never seem to question the origin of either. Their dependence on the State is the reason for their loyalty to the State. They will keep voting for the fascist state because it cares for them.

Here are some very specific examples of the fascist state in action:

    1. A woman who read out the names of British soldiers who had died in Iraq was arrested.

    2. An animal rights campaigner, peacefully inviting passers-by to look at his leaflets about vivisection was reported by
the police for a breach of the 1824 Vagrancy Act because he `attempted to obtain or gather alms by exposing wounds or deformities’. It took three policemen and two community support officers to invoke the 1824 Act (which was originally designed to stop soldiers who had returned from the Napoleonic Wars displaying their tattered limbs in the street in an attempt to beg for money for food) and to take away the campaigners animal rights material.

    3. A heckler who dared shout out Nonsense during a speech by the hideous Jack Straw at the 2005 Labour Party Conference was manhandled and forcibly ejected from the building by two stewards (one of them a professional bouncer). He had his security pass confiscated. The 82-year-old Jewish refugee of Nazi Germany, mildly diabetic and hard of hearing, was detained under the Terrorism Act when he tried to re-enter the hall.

    4. A woman who wore a T-shirt carrying the words `Bollocks to Blair’ was taken away by police.

    5. A woman who said on the radio that she did not believe homosexuals should be allowed to adopt children was contacted by the police who told her that she had been responsible for a homophobic incident – which they regarded as a priority crime.

    6. When the Chinese leader last visited Britain, people concerned about China’s record on human rights wanted to protest peacefully. They were dragged away by police to avoid embarrassing the Chinese leader.

    7. Six students at Lancaster University were prosecuted for demonstrating on their own campus. The students were charged with `aggravated trespass’ after they heckled at a corporate conference held in one of the University’s buildings attended by representatives of an arms dealer, an oil company and a drug company. The protestors, who were accused of interrupting a speech by Lord Sainsbury of Turville (the Labour Government’s Science Minister) said that they were concerned about the commercialisation of research. One of the students was arrested immediately after the protest, the other five were summonsed five months later.

    8. The British Government has brought in endless European laws which are not wanted by the British people. It is planning to break up England into nine regions. No one has ever been given the opportunity to vote for this. Voters in the North East of England were given the chance to vote for or against a Regional Parliament. They rejected the Regional Parliament. But all nine new regions of England have had secret Parliaments for years. The vote was an undemocratic nonsense.

    9. A footballer in Scotland was arrested for making the sign of the cross.

    10. During the European elections a pensioner put up a poster on which he wrote: `Free speech for England. Don’t forget the 1945 war.’ He was arrested and charged with racially aggravated criminal damage.

    11. There are around four million surveillance cameras in Britain. That is more than six per square mile. Only Monaco (where every square inch of the principality is under 24 hour Government video surveillance) has more cameras. It won’t be long before Britain catches up since our Government is having more cameras installed every day. The evidence shows that they don’t help the police catch criminals and they don’t prevent crime. CCTV cameras are the main reason why so many city-centre thugs now wander around wearing hooded jackets.

    12. A group of excited schoolchildren, visiting London for the day to take photographs in aid of charity, were marched away when they tried to take photographs of Trafalgar Square.
There are dozens more examples of practical fascism in action in my book Living In A Fascist Country. The police in Britain are allowed to shoot innocent people with impunity. They can drive at 159 mph without even having points put on their licence. The Government has brought in so many oppressive new laws that not even the lawyers can keep up with them. It’s difficult even for decent citizens to avoid breaking the law on an almost daily basis.
And day by day it’s getting worse.

  2. Who Wants A Global Government?
    Vernon Coleman
Those who warn that there are politicians and bankers who want to create a world government are usually dismissed as `cranks’ and `conspiracy theorists’. Talk of a New World Order is sneered at as an example of paranoia. Criticisms of the Bilderbergers are laughed off as of no account.
But are these fears really so crazy?
In 1996, the United Nations published a 420-page report entitled `Our Global Neighbourhood’ which outlined a plan for global governance. In 2001, when UN Secretary General Kofi Annan received the Nobel Peace Prize on behalf of the United Nations, he said: `In the twenty-fitst century I believe the mission of the United Nations will be defined by a new, more profound awareness of the sanctity and dignity of every human life, regardless of race or religion. This will require us to look beyond the framework of states, and beneath the surface of nations or communities.’
What was Annan talking about, if not a global government?
Many politicians (including Mikhail Gorbachev, former President of the Soviet Union) have argued that we need a world government. Gorbachev and others contend that we need a global institution to deal with global warming!
In September 2005, Bill Clinton organised a `Global Initiative to bring together world leaders to `make a difference’.
There are a number of organisations trying to create a world government. The United Nations, the G8 and the European Union are just a few of them.

An excellent documentary & you have 27 days to watch it in so do NOT miss the chance.

Having watched the documentary with little surprise but considerable horror it seemed apposite to use some of the facts therein to start to build on information from other sources – not least of which was the work of Simon Muir – The figures I have used have all been sourced or checked against The Office of National Statistics, The Tax Payers Alliance and for basic info Wikipedia!

UPDATE AS AT MID DAY Monday 15-Nov-2010:
This morning, official UK national debt will exceed:

EIGHT HUNDRED AND SEVENTY-THREE BILLION,
SIX HUNDRED MILLION POUNDS

£873,600,000,000

see <
http://www.taxpayersalliance.com/debtclock/about.html>

Note: including off balance sheet debt, the real figure is approximately
£8tn (million-million), equivalent to about £122,000 per UK Subject.
Dear Editor,

I read with sadness, after 13 unlucky years of Labour, the further irresponsible claims by MPs Primarolo and McCarthy and others regarding public sector spending cuts and benefits changes in the media (Bristol Evening Post – Friday 13-Nov-2010 [I note again 13!]
http://www.thisisbristol.co.uk/news/Benefit-changes-affect-88-000-people-Bristol/article-2882849-detail/article.html ).

I would remind your readers that Ms. Dawn Primarolo used to be Paymaster General – her irresponsible profligacy with other peoples’ money led largely to her nick name of ‘Red Dawn’. Not only has her publicly-funded career made her rich beyond the dreams of most of her constituents, indeed most of the electorate, one would have hoped she might, by now, know a little about the state of the public finances!
It seems not in keeping with her economically illiterate associates.
Labour's legacy is nothing short of fiscal ruin.
Here are the real figures we ALL have to address after the 13 unlucky years of Labour profligacy redolent of Lady Thatcher’s claim: “The problem with Socialism is that it very soon runs out of other peoples’ money”.
By midnight on Saturday, 13th November 2010, the OFFICIAL national debt will be more than:

EIGHT HUNDRED AND SEVENTY-TWO BILLION,
SEVEN HUNDRED AND FIFTY-THREE MILLION POUNDS
£872,753,000,000

The rate at which it is GROWING is roughly the same as:

* the total cost of BOTH Afghanistan and Iraq conflicts,
every forty days,

* the Bank of England's gold reserves, in 49 days,

* the budget of the Welsh Assembly, in 35 days,

* the entire Defence budget, in just over 60 days.

or Bristol Council's annual budget every twenty hours.

The UK has run a budget deficit (i.e. increased our debt level)

every year for the last 13 unlucky years.

This debt currently is well over
than THREE TIMES more than it was at the start of those 13 unlucky years.
Even duplicitously trying to buy popularity for 13 unlucky years, by increasing the Kleptocratic QUANGOcracy to create a ‘Salary Vote’, the public resoundingly rejected Labour
I am sure you will have found the numbers above to be enormous however even so they do not include:
* unfunded public sector pensions (including Wales's & its EU Assembly),

* unfunded state pensions for the whole population,

* Private Finance Initiative (PFI) schemes, which in the 13 unlucky years transferred almost every aspect of State ownership into Private hands that it could,

* Network Rail,

* nuclear decommissioning,

and other ongoing & future commitments.

When these are added-in, the true figure is an unimaginable:

EIGHT TRILLION POUNDS
(£7,900,000,000,000)

This is more than five and a half times our annual National turnover (GDP: Gross Domestic Product).

Per person (man woman & child in Britain), this means roughly:

ONE HUNDRED AND TWENTY-ONE THOUSAND, FIVE HUNDRED POUNDS EACH
(£121,500)

Cardiff with a population of 324,800 share of this debt is a 'mere' £39,463,200,000

Wales with a population of 3,009,000 share of this debt is a 'mere' £365,593,500,000

City of Bristol with a population of 440,000 share of this debt is a 'mere' £53,460,000,000.

Manchester with a population of 440,500 share of this debt is a 'mere' £53,520,750,000

Birmingham with a population of 1,016,800 share of this debt is a 'mere' £123,541,200,000

Glasgow with a population of 588,740 share of this debt is a 'mere' £71,531,910,000

Scotland with a population of 5,168,500 share of this debt is a 'mere' £627,972,750,000

Labour MUST take the bulk of the blame for this during the 13 unlucky years (the numbers don't lie, even if the politicians seem habitually to do so), but that's pretty much irrelevant really.

Unless this debt is dealt with, our children will almost indubitably 'enjoy':

* no pensions at all, of any sort,

* no education funding for their children,

* hyperinflation and monetary collapse,

* no state benefits at all, of any kind,

* no retirement, except for the rich.

I believe this to be an optimistic summary when one considers that not only are these United Kingdoms grossly and obscenely in debt but they are unable to fund the education of their youth, nor feed themselves without import and are unable to fund their own Navy nor provide air cover and further they are committed to paying £48,000,000 per day on a rising and uncontrollable basis to their foreign masters.

In terms of optimism if there is to be any hope and any meaningfull future not just for these United Kingdoms but for our future generations change MUST be radical and hardship will prevail for a generation.

Even so like us, it is probable that our children will die in huge debt. This is through no fault of theirs. It's a debt that, unless policies change rapidly and radically, might NEVER be paid off.

A debt which will bring misery and hunger into every home in the land as we watch our children suffer with no hope and no future.

It remains an urban myth that countries do not go bankrupt: ask any German about the Weimar Republic.

It would seem the only lesson we ever learn from history is the clear realisation that we learn nothing from history but some may remember that The Weimar republic, crippling inflation led poverty, the anarchic rise of Nazi violence and the inevitability of world war was a product of a system of Quantitative Easing to devalue the Mark to fund the immeasurable debt of Germany!

I believe these numbers are actually so frightening that our political leaders, even if they are not themselves in denial, dare not tell us the truth about the scale of the problem, that they themselves have created and hence the lies and bluster of self serving fools like Dawn Primarolo & Kerry McCarthy.

Seen in their true context of the very real debt, the present pusillanimous 'austerity measures' look not just banal but ridiculous. The most urgent and important issue right now is why the inane coalition is not doing more, and faster.

We may not like the truth but we, our peoples and our Country’s only hope is unconditional acceptance of swinging and painful cuts together with an immediate commencement of negotiations for withdrawal from the EU – a luxury for bloated politicians that not only can we no longer support but which it is morally reprehensible that we pretend to.

For greater clarity may I commend Channel Four’s excellent documentary:

Notes to editorial staff:
------------------------

1. "Deficit spending" means spending money we neither have nor earn.
The rest must be covered by MORE unsustainable borrowing.
The 'budget deficit' commonly talked about is ONLY this amount.
It is nowhere close to the actual total of government debt irresponsibly incurred in our name.

2. We pay compound interest on all 'on-balance sheet' debt, however some of the 'off-balance-sheet' debt represents
future liabilities, on which we do not pay interest until that spending becomes actual (yet!).

3. Figures above derive from the Office of National Statistics the Taxpayers Alliance, and other official statements on expenditure (City Budgets, etc.).

4. None of the above includes PRIVATE debt: overdrafts, credit cards, mortgages, loans, etc. That is on top of the £121,500 which is YOUR share of the nation’s current debt.

5. For a straightforward explanation of the scale of this, see:
<http://preview.tinyurl.com/2u7asam> (Channel Four's recent programme on UK public debt). The programme's numbers do NOT include 'off-balance-sheet' debt, hence, although staggering, are about 1/8 of the full figure.

6. It is hard to understand in the light of the facts what exactly students are clamouring about as their education costs as a debt are paltry relative to what they already owe! They will be well advised to seek qualification in something more relevant than Media Studies or European
Studies, psychology or IT (Games Design!).

7. In view of the size of the debt, the cuts on Police budgets and the certainty of a crime wave poverty driven is it any wonder that our Police are merely tax collectors and box tickers failing on all fronts to acquit their duties to the public just as are OUR other public servants
like Politicians.

#G374* - PROSTATE CANCER Seems Very Popular Amongst My Family & Friends!

#G374* - PROSTATE CANCER Seems Very Popular Amongst My Family & Friends!

Digital rectal exam; drawing shows a side view...Image via Wikipedia

Hi,

I've had 2 friends die in the last 6 months with prostate cancer, I have several friends who have had radical prostectomies, and I know of several friends who are on 'watching briefs' - not least of whom is my cousin with a PSA that is far from welcome!

I was going to write about this a couple of weeks ago after a bit of a 'scare' I had with a bladder infection which presented rather similarly to my not infrequent bouts of bladder cancer, that have been an omni present threat since I first presented with symptoms of cancer 17-Nov-1998 & progressed to a radical open nephrectomy!

I was distracted from commenting on my recent check up as my Mother was taking those last faltering steps into the darknes and died at 01:30hrs. on Saturday last. I am so glad she is spared any further indignity as she has had advanced dimentia and has been unaware of anyone even herself for almost 3 years with the terror of knowing it is happening for several years before hand.

Well The Royal Gwent has a new bit of kit in their 'Flexi' clinic - a display screen so we get to watch the check up on screen.

I've watched a number of operations on screen it is strange to lie there on an operating table in gyne stirrps and chat to the team as they explain what they are doing on the screen as they cut chunks out of your bladder!

For those who have never had a flexi and by way of reassurance the 'Flexi' doesn't hurt, though it does feel decidedly od - kind of likle urinating when you were burst in to 'go' but the feeling is going backwards! There is no pain from the procedure and in fact I have had minor work done inside the bladder without anasthetic (electively) the benefit is that you can go home an hour or so after the operation!

There is virtually no risk in a 'Flexi' and contrary to popular belief neither 'Flexis' nor minor bladder cancer nor even a well performed nerve sparing radical prostectomy need cause any long term aftermath - I was amused by the notes given to people having had a 'Flexi' 'you may commence sexual activity as soon as you wish' most helpfully they at the end of the notes they provide the name and phone number of 3 specialist nursing sisters - may I assure readers they are specialists in urology and oncology!! I appreciate due to the utter incompetence of Aneurin Bevan in implementing The Beveridge Plan the NHS has become a political football and rather more of a way of buying votes by providing life style services rather than purely health services but I am glad to say that despite Labour's utter irresponsibility the service rarely provides  sexual activities as a part of the service!

A popular misconseption is that these various medical problems cause either pain, incontinence or impotence - that is the stuff of the lurid imaginations of the ill informed or malicious!

The prostate itself is a strange organ split into 3 main nodes surrounding the urethra (the tube carrying urine from the bladder out of the body) the prostate is visible from the inside of men's bladders and tends to enlarge with age, this is perfectly normal and as it enlarges it raises the PSA (Prostate Specific Antogen) count in the blood - this is NOT a proof of cancer but it is an indication of progressive malfunction as is the Digital Rectal Examination.

I am in fact fortunate as I tend to have someone peering around inside my bladder as a result of my cancer so it is to be hoped that they will notice if there is a transition from merely 'notable' enlargement to possible cancer!

Aware of howmany men have problems with prostates in later life (60 onwards seems the norm) I decided to provide the outline infor below which comes from 'Dummies' and has a link to the original at the end. I hope it helps - and NEVER ignore symptoms, a failure to take changes and symptoms seriously has killed more of my friends than I wish to consider!

Prostate Cancer For Dummies

From Prostate Cancer For Dummies by Paul H. Lange, M.D., Christine Adamec
Screening and testing for prostate cancer are important for early detection and treatment. You can talk with your doctor about any concerns you may have, like prostate cancer treatment and side effects, finding a good specialist, and support from your partner, family and friends.

Prostate Cancer: Essential Screening and Testing for Men

Prostate cancer is often curable, if the disease is diagnosed and treated early (before the cancer spreads). The following diagnostic tests should be done with your annual physical exam starting at age 50, or earlier if you have a history of prostate cancer in your family.
  • Digital rectal examination (or DRE): The doctor inserts his lubricated finger into your rectum to feel for lumps on the prostate, which is normally smooth. Nobody likes this test, but it can be a life saver.
  • Prostate specific antigen (PSA) test: This blood test shows if you have elevated levels of PSA, which may indicate cancer is present.
If your digital rectal exam, PSA, or other indicators (such as urinary symptoms) point to the possibility of prostate cancer, you’ll see a urologist, who will order some or all of the following tests. Use this list to keep straight the name and purpose of each test:
  • A biopsy: The doctor will remove tissue samples from your prostate to be checked for cancer. You can’t know if you have cancer until a biopsy is done.
  • An ultrasound: This test uses sound waves to check for the presence of tumors. The doctor may use an external ultrasound in addition to the internal ultrasound (transrectal probe) used as part of the biopsy.
  • A bone scan: Some doctors also perform a bone scan in addition to a biopsy, to check whether cancer may have spread to the bones.

Finding a Cancer Specialist and Asking Questions about Prostate Cancer

If your primary care doctor says you may have prostate cancer, he will want you to see a specialist, usually a urologist, to prescribe treatment and to answer your questions. When looking for a qualified specialist in your area, use these helpful tips:
  • Ask your doctor for a referral.
  • Ask your dentist, your chiropractor, and others in the general health care field for recommendations of doctors.
  • Check out information about physicians on the Internet.
  • Talk to other people who’ve undergone treatment for prostate cancer, in your family and at work.
Be sure to ask your doctor the following questions about treatment if you are diagnosed with prostate cancer. If you are uncomfortable asking the questions, have a family member or friend ask your doctor for you.
  • "What treatments may be best for me and why?"
  • "How much time can I take to decide on a treatment?"
  • "Is nerve-sparing surgery an option for me, so that I can have a good chance of staying sexually potent?" (assuming surgery is recommended).
  • "Should I have radioactive seeds implanted, external radiation treatments, or both?" (assuming radiation treatments are recommended)
  • "Do I need to consult with other doctors? If so, what kind of doctors should I see and why?"

How to Deal with Side Effects of Prostate Cancer Treatment

The possible side effects of prostate cancer treatment cause most men to worry. The following information can help you talk to your doctor about overcoming and controlling the side effects that may accompany treatment for prostate cancer:
  • Impotence: If your doctor recommends prostatectomy surgery, ask him if nerve-sparing surgery, which can often preserve the ability to have erections, is an option for you. Also, if you do experience impotency after treatment, talk to your doctor about good solutions (such as Viagra, vacuum pumps, injections, and penile implants).
  • Incontinence: Your doctor can prescribe drugs that will relieve you of the constant feeling that you have to go --- right now! You can also practice bladder exercises such as Kegels, which strengthen your bladder muscle. If the problem is severe, surgery to implant an artificial bladder sphincter can help resolve it. This should get you urinating normally again.
  • Fatigue: If the problem is fatigue (and often, it is!) make sure you get at least seven hours of sleep a night. Also, a simple exercise regimen or regular walks can counteract tiredness. If fatigue stems from cancer-fighting drugs, ask your doctor about medications to combat your fatigue.
  • Irritability, mood swings, and depression: Overcome emotional problems with therapy and support groups. Often your doctor can prescribe medications that can help.

Tips for Partners of People with Prostate Cancer

It may feel like the world is falling apart if your partner is diagnosed with prostate cancer. It is scary for both of you. Here are some tips for you to help your partner as he struggles with prostate cancer.
  • Be supportive. Let your partner know that you hate the cancer, too, and that you’re going to be there to help him fight it.
  • Offer to go with your partner to see the doctor. If he is still upset over the diagnosis, he may miss half (or more) of what the doctor says. If you go to the doctor with him, you can take notes and ask a few questions.
  • Realize that your partner will likely have at least a few weeks (if not months) before having to decide on a treatment. Take that time to help him gather information about treatments, support groups, and specialists.
  • Convince your partner to take timeout from thinking about prostate cancer. Take in a football game or movie, walk in the park, or do other activities you enjoy together. Replenish your mental energies so that you’ll be better prepared to tackle the disease, treatment side effects, and long-term prognosis.
  • Take some time out just for you — go to a movie or eat out with friends. Don’t devote all your time to thinking about resolving your partner’s prostate cancer problem. You’ll burn yourself out, and that won’t help him or you.

#G373* - EU : Evil Union defined as EEC : Evil Empire Con - SCHUMAN & MONNET + BARROSO

#G373* - EU : Evil Union defined as EEC : Evil Empire Con - SCHUMAN & MONNET + BARROSO

The origins of the Schuman Plan
In economic terms, coal and steel were vital raw materials. Coal was still the principal source of energy, and the French Government, wanting to modernise its heavy industry, realised how much the steel industry in eastern France depended on substantial supplies of coal. But, at a time when the liberated countries were having difficulty in satisfying domestic demand, the only available coal deposits were to be found precisely in the Ruhr (since the United Kingdom, Belgium and the Netherlands had temporarily withdrawn from international trade). The creation of a European ‘pool’ for coal and steel would, therefore, allow France to counter the threat of a shortage in Europe and, at the same time, meet its own needs for raw materials, despite the foreseeable dissolution of the International Authority for the Ruhr. In a broader sense, the Schuman Plan also sought to increase European coal and steel output in order to boost economic growth overall. In addition, it hinted at a major reduction in producer and consumer prices.

From the political point of view, the Schuman Plan was based on the assumption that the integration of Germany into a permanent European structure was the best way to prevent it from being a threat to its neighbours and, at the same time, guarantee peace in Europe. It allowed for an improvement in Franco-German relations on the basis of mutual interests, while creating a climate of cooperation in Europe, since it put Germany on an equal footing, something which was of great symbolic significance. The independence of the High Authority, the supranational body responsible for the operation of the European coal and steel pool, was also devised as a new way of counteracting the pursuit of narrow, national self-interests. Moreover, the United States, eager to see Western Europe rebuilt economically and militarily, urged France to take decisive steps, since the British had clearly expressed their aversion to a European customs union or to any supranational approach.

France also felt that those European institutions that did exist at the end of the 1940s were not functioning properly. On the basis of these considerations, France decided to go it alone by putting forward an original and practical proposal based on the pooling of coal and steel production in Europe.

Declaration of 9 May 1950

This is the full text of the proposal, which was presented by the French foreign minister Robert Schuman and which led to the creation of what is now the European Union.
World peace cannot be safeguarded without the making of creative efforts proportionate to the dangers which threaten it.
The contribution which an organized and living Europe can bring to civilization is indispensable to the maintenance of peaceful relations. In taking upon herself for more than 20 years the role of champion of a united Europe, France has always had as her essential aim the service of peace. A united Europe was not achieved and we had war.
Europe will not be made all at once, or according to a single plan. It will be built through concrete achievements which first create a de facto solidarity. The coming together of the nations of Europe requires the elimination of the age-old opposition of France and Germany. Any action taken must in the first place concern these two countries.
With this aim in view, the French Government proposes that action be taken immediately on one limited but decisive point.
It proposes that Franco-German production of coal and steel as a whole be placed under a common High Authority, within the framework of an organization open to the participation of the other countries of Europe.  The pooling of coal and steel production should immediately provide for the setting up of common foundations for economic development as a first step in the federation of Europe, and will change the destinies of those regions which have long been devoted to the manufacture of munitions of war, of which they have been the most constant victims.
The solidarity in production thus established will make it plain that any war between France and Germany becomes not merely unthinkable, but materially impossible. The setting up of this powerful productive unit, open to all countries willing to take part and bound ultimately to provide all the member countries with the basic elements of industrial production on the same terms, will lay a true foundation for their economic unification.
This production will be offered to the world as a whole without distinction or exception, with the aim of contributing to raising living standards and to promoting peaceful achievements. With increased resources Europe will be able to pursue the achievement of one of its essential tasks, namely, the development of the African continent. In this way, there will be realised simply and speedily that fusion of interest which is indispensable to the establishment of a common economic system; it may be the leaven from which may grow a wider and deeper community between countries long opposed to one another by sanguinary divisions.
By pooling basic production and by instituting a new High Authority, whose decisions will bind France, Germany and other member countries, this proposal will lead to the realization of the first concrete foundation of a European federation indispensable to the preservation of peace.
To promote the realization of the objectives defined, the French Government is ready to open negotiations on the following bases.
The task with which this common High Authority will be charged will be that of securing in the shortest possible time the modernization of production and the improvement of its quality; the supply of coal and steel on identical terms to the French and German markets, as well as to the markets of other member countries; the development in common of exports to other countries; the equalization and improvement of the living conditions of workers in these industries.
To achieve these objectives, starting from the very different conditions in which the production of member countries is at present situated, it is proposed that certain transitional measures should be instituted, such as the application of a production and investment plan, the establishment of compensating machinery for equating prices, and the creation of a restructuring fund to facilitate the rationalization of production. The movement of coal and steel between member countries will immediately be freed from all customs duty, and will not be affected by differential transport rates. Conditions will gradually be created which will spontaneously provide for the more rational distribution of production at the highest level of productivity.
In contrast to international cartels, which tend to impose restrictive practices on distribution and the exploitation of national markets, and to maintain high profits, the organization will ensure the fusion of markets and the expansion of production.
The essential principles and undertakings defined above will be the subject of a treaty signed between the States and submitted for the ratification of their parliaments. The negotiations required to settle details of applications will be undertaken with the help of an arbitrator appointed by common agreement. He will be entrusted with the task of seeing that the agreements reached conform with the principles laid down, and, in the event of a deadlock, he will decide what solution is to be adopted.
The common High Authority entrusted with the management of the scheme will be composed of independent persons appointed by the governments, giving equal representation. A chairman will be chosen by common agreement between the governments. The Authority's decisions will be enforceable in France, Germany and other member countries. Appropriate measures will be provided for means of appeal against the decisions of the Authority.
A representative of the United Nations will be accredited to the Authority, and will be instructed to make a public report to the United Nations twice yearly, giving an account of the working of the new organization, particularly as concerns the safeguarding of its objectives.
The institution of the High Authority will in no way prejudge the methods of ownership of enterprises. In the exercise of its functions, the common High Authority will take into account the powers conferred upon the International Ruhr Authority and the obligations of all kinds imposed upon Germany, so long as these remain in force.

The Monnet Plan

Jean Monnet, Commissioner-General of the French National Planning Board, considered that prosperity and social progress depended absolutely upon closer economic ties between European States. This conviction was drawn from his considerable international experience, from the lessons learned from the War, and from his close ties with American businessmen and diplomats. In particular, he was the French Provisional Government’s representative in the European Coal Organisation (ECO) and was responsible for negotiating, with the Americans, the allocation of Marshall Plan funds for the modernisation of France.

At the end of the war, he drafted the first revival and modernisation plan for France. He considered that economic cooperation with Germany was essential, particularly given its central position in Europe and its industrial potential, which the War had left largely unscathed. It was, without doubt, still too early to move towards total economic union at European level because of the vast discrepancies in prices, wages and tax regimes. Nor was the general public ready for it. At the end of the 1940s, several plans for limited customs unions, which could have helped generate economic integration in Western Europe, proved to be failures. Therefore, what was required was a new approach that would enable gradual progress to be made.

The idea of a European industrial pool began to appear regularly in the French press at that time, and from then on it was openly discussed in diplomatic circles. Monnet was very open to those ideas, since he was also seeking a way to alleviate Franco-German tension, and he was concerned by the threats arising from the Cold War. He believed that it would be extremely difficult to build a European edifice from the top down, a method which was often called for by the federalist movements. He foresaw, instead, a Europe that was built on a functional basis by integrating key sectors of the economy in order to create genuine solidarity between the partners. For this reason, from the spring of 1950 onwards, he began to consider the establishment of a common market based on the coal and steel sectors, which were vital for both civil and military industries. However, his plan differed from most of the international cooperation plans under consideration in the steel sector, since, from the outset, Monnet presented the coal and steel pool as an indispensible but transitional stage on the way to creating a European federation.

Putting coal and steel under international control also made it possible to envisage the end of Allied control over the Ruhr with confidence, and it eliminated all risk of industrial cartels being created in the German coalfields. On this basis, both France and Germany would agree to submit to international controls, in order to ensure that the common market in coal and steel ran smoothly.

Jean Monnet also knew that he could count on the support of the US High Commissioner in Germany, John McCloy, who also called for closer Franco-German ties and hoped that France would soon take steps in this direction.

The pooling of coal and steel

There were two main reasons why Jean Monnet proposed the pooling of coal and steel in 1950.

The six Member States of the future ECSC used coal more than any other fuel, and the Ruhr was the principal region for coal deposits. At that time, coal alone accounted for nearly 70 % of fuel consumption in Western Europe. Although the Six together with Great Britain accounted for only 20 % of total world coal production, they had an almost total monopoly over supplies in Western Europe. Coal from Eastern Europe was becoming more and more scarce, while American coal was still very expensive and could be bought only with dollars, which were exactly what Europe lacked. French steel companies imported most of their coal, and the pooling of Franco-German resources provided a guarantee of free access to coal from the Ruhr, even if the International Authority for the Ruhr, in which France was actively involved, were to be abolished. The creation of a European pool made it impossible for Germany to sell its coal at high prices and, in so doing, cause difficulties for French industry.

Steel was the most important raw material for weapons manufacture and for industry in general. In the absence of any effective coordination of European plans for economic recovery, each country developed its own steel capacity in relative isolation, and this carried the risk of over-production. A more fundamental French concern was that steel production in Germany would be controlled by strong industrial cartels and that the steel would be used for weapons production, which was what the French feared most of all. The pooling of steel was therefore seen as a means of destroying the cartels’ potential influence and preventing future rearmament. Finally, from a symbolic point of view, the pooling of steel necessarily meant that a new Franco-German war would be out of the question.

In terms of how to proceed, Jean Monnet, who, in 1947, had initiated the planning process in France, could not envisage a common market for coal and steel that operated properly and was accessible to other interested countries without a certain degree of central control in order to guarantee a more coherent industrial policy in Europe. The coal and steel pool affected 150 million consumers.

The European institutions

Jean Monnet believed that effective institutions were needed to exercise control over the planned Common Market. The sectors that were to be pooled were to be managed by an independent institution that would guarantee free competition, combat the creation of cartels, eliminate discriminatory practices, guarantee consumers equal access to supplies and coordinate investment. The supranational authority would have its own financial resources and would be responsible for managing the common market. It would facilitate the opening up of markets through flexible methods of support and control. To fulfil these tasks, it would operate as a collegial body with independent members, with a view to becoming the embryo of a European government.
