#G0427* - CO2 & CARBON TAX SCAM _ HAS ICELAND PAID YET?

#G0427*  - CO2 & CARBON TAX SCAM _ HAS ICELAND PAID YET?

Okay, here's the  bombshell.  The volcanic eruption in Iceland, since its  first spewing of volcanic ash has, in just FOUR DAYS, NEGATED  EVERY SINGLE EFFORT you have made in the past five years to  control CO2 emissions on our planet – all of  you.
Of course you know  about this evil carbon dioxide that we are trying to suppress  – it’s that vital chemical compound that every plant requires  to live and grow, and to synthesize into oxygen for us humans,  and all animal life.
I know, it's very  disheartening to realize that all of the carbon emission  savings you have accomplished while suffering the  inconvenience and expense of: driving Prius hybrids, buying  fabric grocery bags, sitting up till midnight to finish your  kid's "The Green Revolution" science project, throwing out all  of your non-green cleaning supplies, using only two squares of  toilet paper, putting a brick in your toilet tank reservoir,  selling your SUV and speedboat, vacationing at home instead of  abroad, nearly getting hit every day on your bicycle,  replacing all of your 50 cents light bulbs with $10.00 light  bulbs...well, all of those things you have done have all gone  down the tubes in just four days.
The volcanic ash  emitted into the Earth's atmosphere in just four days - yes -  FOUR DAYS ONLY by that volcano in Iceland, has totally erased  every single effort you have made to reduce the evil beast,  carbon.  And there are around 200 active volcanoes on the  planet spewing out this crud any one time - EVERY  DAY.
I don't really want to  rain on your parade too much, but I should mention that when  the volcano Mt Pinatubo erupted in the Philippines in 1991, it  spewed out more greenhouse gases into the atmosphere than the  entire human race had emitted in its entire YEARS on  earth.  Yes folks, Mt Pinatubo was active for over one  year – think about it.
Of course I shouldn't  spoil this touchy-feely tree-hugging moment and mention the  effect of solar and cosmic activity and the well-recognized  800-year global heating and cooling cycle, which keep  happening, despite our completely insignificant efforts to  affect climate change.
And I do wish I had a  silver lining to this volcanic ash cloud but the fact of the  matter is that the bush fire season across the western USA and  Australia this year alone will negate your efforts to reduce  carbon in our world for the next two to three years.  And  it happens every year.
Just remember that your  government just tried to impose a whopping carbon tax on you  on the basis of the bogus “human-caused” climate change  scenario.
Hey, isn’t it  interesting how they don’t mention “Global Warming” any more,  but just “Climate Change” - you know why?  It’s because  the planet has COOLED by 0.7 degrees in the past century and  these global warming bull artists got caught with their pants  down.
And just keep in mind  that you might yet have an Emissions Trading Scheme – that  whopping new tax – imposed on you, that will achieve  absolutely nothing except make you poorer.  It won’t stop  any volcanoes from erupting, that’s for  sure.
But hey, relax, give  the world a hug and have a nice day!
PS: I wonder if Iceland  is buying carbon offsets?
By the way, we must not forget the Cows, burping methane every few minutes either, we sure carn't shoot them all can we.

#G0426* - European Union Bill are being debated in the House of Commons

#G0426* - European Union Bill are being debated in the House of Commons

David Liddington led the debate on this all important subject that all 3 of the UK parties have in one form or another promised a Referendum on - Our membership of The EU.

ALL Political Parties in Britain have not only reneged on their promises but have lied and duped the public, leading to a loss of the relevance of our Government at Westminster and the irrefutable FACT that the overwhellming majority of our laws made at Westminster are either all but irrelevant regulations made independently which MUST comply with EU Law or the rubber stamping of EU Diktat over which we have absolutely no fundamental right of self determination.

That the Home Secretary Presented the bill's third reading which though it had 30 hours of committee hot air and now a 2.1/2 hour 3rd. reading that at times was considered so irrelevant by our highly salaried MPs that there were less than 15 in the chamber and a mere 4 on the opposition benches.

It seems they can only fill The House when it is time for irrelevant knock about games of PMQs or to discuss their own salaries. I well recall a Defence Debate of import with 9 MPs present!

Bill Cash raised the fact that membership of The EU had resulted in losses of some £128 BILLION as a result of EU over regulation of businesses in Britain and as John Redwood's intervention showed that control and financial controls of The City of London was now passing to The EU.

Bill Cash announced his new briefing paper / pamphlet on returning the British Economy to The British Peoples.

Bill Cash and John Redwood both spoke in favour of an IN/OUT Referendum  and William Hague clearly spoke showing disatisfaction with EU membership as it now stands and leading one to believe he would incline to leave rather than continue if change can not be achieved.

Remaining stages of the European Union Bill
being debated in the House of Commons.
The bill forces a national referendum on any EU treaty changes that move power or responsibility for policy from the UK to Brussels.
However, ministers could rule out a referendum if they judged that the power transfer was "not significant".
The minister's decision would have to be made within two months of any treaty change and it would be open to challenge via a judicial review.
Labour claims this could create "a lawyers' paradise", potentially allowing the courts to override decisions taken in Parliament, which the government denies.
Foreign Office minister David Lidington described the bill was "a radical piece of legislation to improve how we handle European business".
But Tory Eurosceptics do not believe it goes far enouEuropean Union Bill are being debated in the House of Commonsgh, questioning the powers that ministers have to rule out a plebiscite.
The legislation would apply UK-wide.

#G0425* - Would YOU Like YOUR Council Taxes Cut by 50%?

#G0425* - Would YOU Like YOUR Council Taxes Cut by 50%?

Briefing note: European Communities (Finance) Bill
Background
On Monday the Commons will debate the European Communities (Finance) Bill. This
puts into effect the deal on the EU budget struck by Tony Blair in December 2005.

The Financial Perspective sets the framework for the EU’s spending and revenue
raising over the period 2007-13. It consists of the Own Resources Decision (governing
how much each member state pays in) and the Inter-Institutional Agreement
(governing how much the EU spends and where it spends it).

Because the UK has agreed to give up part of its rebate, the Own Resources Decision
has to be changed, and implementing this in UK law requires an amendment to the
1972 European Communities Act, which is made by the European Communities
(Finance) Bill.

Key points

• Many people still think of the UK’s contribution to the EU as a small sum. But
under the 2007-13 financial perspective the UK’s contribution, after the
reduced rebate, will be £10.2 billion a year. To put the scale of this
expenditure into context, this money could alternatively be used to:

- Cut council tax by nearly 50%:
- Build 40 brand new general hospitals each year
- Employ an extra 320,000 nurses each year
- Cut the main rate of corporation tax by 11p
- Cut the basic rate of income tax by 3p
- Raise the inheritance threshold from £300,000 to £2,925,000
- Raise the income tax personal allowance by £2000
- Cut petrol duty by 75%
- Pay the total bill for the London Olympics in less than one year

• The EU budget is a prime example of the failure of the EU to reform. It is
irrational both in terms of what the money is spent on and also in terms of
where the money is spent and raised.

• In terms of what the money is spent on, the budget is dominated by two failing
policies which even the current UK Government is essentially opposed to: the 2
CAP and the Structural Funds – which Gordon Brown has said should be returned
to the control of member states.

• The complex nature of these two top-down spending programmes also
exacerbates the EU’s chronic problem with fraud – demonstrated this week by
the Court of Auditors failure to sign off the EU budget for the thirteenth year in
a row.

• Surprisingly, the Government has acknowledged in a written answer that it
agreed to a last minute €1billion increase in the budget for “administration”,
simply in order to secure "a political consensus for an agreement". In other
words the EU is to spend a billion euros on pointless agencies as a political
sweetener.

• Following the agreement in December 2005 the budget has been increased. The
Europe Minister said in February 2006 that the Government “strongly opposed”
any increase in spending above the levels agreed in December 2005. (Letter
from Douglas Alexander to the European Scrutiny Committee, 21 February
2006)

• But only two months later the Government agreed to an increase of €2.7billion.

• In terms of where the money is spent, the EU budget still operates in an unfair
and irrational way, with little link between spending and need. Absurdly, rich
countries like Ireland and Belgium are net recipients from the budget, while
Cyprus – with a GDP per head half their level - is to be a net contributor.

• Britain will receive only €770 per person in EU spending (the lowest of any
member state). This is half as much as France (€1480) and a quarter as much as
Ireland (€3090). Absurdly, the richest country in the EU – Luxembourg – will get
more than €22,000 per person because it benefits from having EU agencies
based there.

• Per head, the top three recipients of EU funds will continue to be old member
states – Luxembourg, Belgium and Greece. France will continue to be the
largest recipient of EU funds of any member state in absolute terms. France
will receive €89 billion from the EU over the six year period, compared to €46
billion for the UK.

• Perhaps for this reason, the UK Government refuses to publish comparative
information on how much other member states will contribute to the budget.
Strangely, it has produced such data for France alone, which shows that people
in the UK will still pay 20% more per head than in France, despite similar
income levels. We are still forced to rely on leaks for comparative data:

#G0423* - SCHOOL HAS CHANGED With POLITICAL CORRECTNESS!

#G0423* - SCHOOL HAS CHANGED With POLITICAL CORRECTNESS!

The Lunacy of Political Correctness explained.
When will we wake up to the stupidity of these Thought Police Commissars and tell them to bog off????

SCHOOL 1957 vs 2010

Scenario 1: Johnny and Mark get into a fistfight after school.

1957 - Crowd gathers. Mark wins. Johnny and Mark shake hands and end up buddies.

2010 - Police called, arrests Johnny and Mark. Charge them with assault, both expelled even though Johnny started it. Both children go to anger management programs for 3 months.. School board hold meeting to implement bullying prevention programs and "lessons will be learned"

Scenario 2: Robbie won't be still and concentrate in class, disrupts other students.

1957 - Robbie sent to office and given 6 of the best by the Head Teacher. Returns to class, sits still and does not disrupt class again.
2010 - Robbie given huge doses of Ritalin. Becomes a zombie. Tested for ADD. Robbie's parents get fortnightly disability payments and School gets extra funding from Government because Robbie has a "disability."

Scenario 3: Billy breaks a window in his neighbour's car and his Dad gives him a whipping with his belt.
1957- Billy is more careful next time, grows up normal, goes to college, and becomes a successful businessman.

2010 - Billy's dad is arrested for child abuse. Billy removed to foster care and joins a gang. Government psychologist tells Billy's sister that she remembers being abused herself and their dad goes to prison.

Scenario 4: Mark gets a headache and takes some aspirin to school.
1957 - Mark gets glass of water from Head Teacher to take aspirin with.

2010 - Police called, Mark expelled from school for drug violations. Car searched for drugs and weapons. Mark and his DNA are now on a criminal data base for life.

Scenario 5: Ahmed fails high school English.
1957- Ahmed goes to evening classes, passes English and goes to college.

2010 - Ahmed's cause is taken up by social workers. Guardian Newspaper articles appear nationally explaining that teaching English as a requirement for graduation is racist. Class action lawsuit filed against National school system and Ahmed's English teacher. English banned from core curriculum. Ahmed given diploma anyway but ends up mowing lawns for a living because he cannot speak English. Then because he is "deprived" joins radical Islamist cell and plans to bomb his fellow citizens.

Scenario 6: Johnny takes apart leftover fireworks from 5th of November, puts them in a model airplane paint bottle, blows up an ant's nest.

1957- Ants die.
2010- MI 5 & MI6 & Anti-terrorism Squad called. Johnny charged with domestic terrorism, MI5 investigate parents, siblings removed from home, computers confiscated. Johnny's Dad goes on a terror watch list and is never allowed to fly again.

Scenario 7: Johnny falls while running during school break and scrapes his knee.
He is found crying by his teacher, Mary. Mary hugs him to comfort him.
1957- In a short time, Johnny feels better and goes on playing...
2010 - Mary is accused of being a sexual predator and loses her job. She faces 3 years in Prison. Johnny undergoes 5 years of therapy and the family sues for millions as he is a "victim" and needs funds to "move forward and get on with his life as he is unemployable."

#G0422* - EU Regional Assemblies - Wales, Scotland, East Midlands etc.

#G0422* - EU Regional Assemblies - Wales, Scotland, East Midlands etc.

To understand what an Assembly for Wales, or any other of the 12 silly little Regional Assemblies, will really mean requires reading the relevant Articles
[263 – 265] of:
The Consolidated Treaty Establishing
Title II, The Treaty Establishing The European Community, Part Five, Title I, Provisions Governing The Institutions, Chapter 4, The Committee Of The Regions:

ARTICLE 263 (ex Article 198 a)
A Committee consisting of representatives of regional and local bodies, hereinafter referred to as ‘the Committee of the Regions’, is hereby established with advisory status.
The number of members of the Committee of the Regions shall be as follows:
Belgium 12; Denmark 9; Germany 24; Greece 12; Spain 21; France 24; Ireland 9; Italy 24; Luxembourg 6; Netherlands 12; Austria 12; Portugal 12; Finland 9; Sweden 12; United Kingdom 24.
The members of the Committee and an equal number of alternate members shall be appointed for four years by the Council acting unanimously on proposals from the respective Member States. Their term of office shall be renewable. No member of the Committee shall at the same time be a Member of the European Parliament.
The members of the Committee may not be bound by any mandatory instructions. They shall be completely independent in the performance of their duties, in the general interest of the Community.

ARTICLE 264 (ex Article 198 b)
The Committee of the Regions shall elect its chairman and officers from among its members for a term of two years.
It shall adopt its Rules of Procedure.
The Committee shall be convened by its chairman at the request of the Council or of the Commission. It may also meet on its own initiative,

ARTICLE 265 (ex Article 198 c)
The Committee of the Regions shall be consulted by the Council or by the Commission where this Treaty so provides and in all other cases, in particular those which concern cross-border co-operation, in which one of these two institutions considers it appropriate.
The Council or the Commission shall, if it considers it necessary, set the Committee, for the submission of its opinion, a time-limit which may not be less than one month from the date on which the chairman receives notification to this effect. Upon expiry of the time-limit, absence of an opinion shall not prevent further action.
Where the Economic and Social Committee is consulted pursuant to Article 262, the Committee of the Regions shall be informed by the Council or the Commission of the request for an opinion. Where it considers that specific regional interests are involved, the Committee of the Regions may issue an opinion on the matter.
The Committee of the Regions may be consulted by the European Parliament.
It may issue an opinion on its own initiative in cases in which it considers such action appropriate.
The opinion of the Committee, together with a record of the proceedings, shall be forwarded to the Council and to the Commission.
In short that pretentious load of Eurospeak boils down to Wales will have no authority, no say, no representation & there will be 444 extra representatives to pay for in Europe. Plus, of course, all their staff and all their expenses - but no more democracy and no more control over the un elected dictator committee – the European Commissioners.

Let us look at what it means point by point:
    1. The United Kingdom will have 24 members with 24 alternates on a Committee with 222 members and 444 members and alternates in total.
    2. The Member State [in our case the United Kingdom] shall propose members, thus Wales has no representation enshrined in European law. These proposals must be unanimously approved by the Council (of Europe). Thus every United Kingdom member could be proposed from one region.
    3. If the Council approves the proposal, the Council can renew their term of office.
    4. Nowhere herein does it say that members represent a region [viz. Wales], in fact it expressly states that they shall not have a mandate or be bound by instruction.
    5. Members are not elected, they are proposed by Westminster and appointed by the Council & their loyalty must be to Europe ‘..performance of their duties, in the general interest of the Community’.
    6. ‘It shall adopt its own Rules of Procedure.’ = It shall become a law unto itself?
    7. The entirety of Article 265 says nothing other than the Committee shall have freedom of speech. The implication being that citizens of the new State of Europe do not have freedom of speech.
    8. There is no undertaking that the Committee has to be consulted, nor that anything it says has to be listened to. Therefore since it has no authority, no area of jurisdiction and no responsibility it has no reason to exist. Just another costly waffle shop!

Let us assume that what was the United Kingdom decides to give two memberships on this new Committee and two alternates to each of the twelve economic regions, in the British economic subsidiary region of Europe. Wales would then have two votes, in isolation, out of 222 votes on the Committee of the Regions, less than 1% influence. To add insult to injury MEPs representing Wales are outnumbered 100 to 1 in the European Parliament, less than 1% influence again. This is what being master of ones own destiny and having an Assembly for Wales means for the people of Wales and every other, of the 12, economic regions in Britain.

There are some, I am sure, who honestly believe that an Assembly for Wales is a good idea for Wales. Some will welcome the removal of benevolent control, albeit sometimes misguided, from Westminster – surely they can not welcome direct rule by the un elected dictator committee that rules Europe, the European Commissioners. Some may feel that two more tiers of Government will help Wales, I can not for the life of me see how – the more tiers of Government the further from the electorate decision

It is also worth reading Dr. Richard North's comment on the idiotic and self destructive Referendum in Wales today 03-Mar-2011 - what was the story about the mad March hare where they squabble and fight for dominance!

Did you know that there was a referendum today on whether the Welsh Assembly should be given law-making powers?

The fact of the referendum, the reasons for it and the consequences, have been the object of almost total silence within the province, many people with the misfortune to live in Wales being unaware of the referendum. Is it believed that the silence is deliberate. This is a measure that even on a good day would be unpopular. The less people know of it, therefore, the more chance its self-interested supporters have of getting it through.

As for the rest of the UK, although this is called devolution, it is yet another step in the dissolution of the Union – the United Kingdom, that is. That, of course, means another step towards the creation of the Europe of the Regions, part of that greater European Union.

The process of regionalisation started as a parallel model for the political integration of Europe, and has since been absorbed into the mainstream. Creation of strong(er) regional entities, with direct ties to the supranational centre (Brussels) weakens the power and authority of the national government.

The bizarre thing is that it does nothing to enhance democracy or local accountability. It simply adds – and in this case strengthens - yet another, more intrusive layer of government and confuses lines of responsibility and authority ... which is, of course, part of the game.

Anyone really interested in democracy would be pushing enhanced powers to local authorities – including genuine tax-raising powers and, indeed, law-making powers. Local authorities used to have such powers, exercised by way of by-laws, and local Acts. Many of the issues which are currently regulated by national British regulations and now EU law started off their lives as by-laws.

No longer can such a degree of local autonomy be permitted by our masters. In the Orwellian world of the Perfect Union, devolution means more centralisation. More "democracy" means less democracy. That is what was always intended to be, even if there are some people stupid enough to believe otherwise.

That is why those who are aware of the referendum and who understand what it is really about will be voting "no" today.

#G0421* - David CAMERON & BIG SOCIETY by Niall WARRY

#G0421* - David CAMERON & BIG SOCIETY by Niall WARRY

Hi,

Here are my views on our Dave’s ‘BIG Society.’

We've had:-

Roosevelt's 'New Deal',

Lyndon Johnson's 'Great Society',

John Major’s 'A Society at Ease with Itself' and ‘Back to Basics’

Tony Blair's 'Big Debate' and ‘Cool Britannia’.

So what's new about this 'Big Society'?

Well the Big Society is a poke in the eye for Margaret Thatcher for a start for her much misquoted saying about Society. The full quote is:-

‘There is no such thing as society there are individuals men and women, and there are families. And no government can do anything except through people, and people must look to themselves first. It’s our duty to look after ourselves and then to look after our neighbour.

'Big Society' is designed, like garbage recycling, to pass some of the duties of government, national and local, to the hard pressed public but beyond that it'll go no further than all the others mentioned above.

It seems strange for a government that has handed over control of much of our national life to Brussels to now try and reverse this by passing the onus back to the public. Of course the fact that so many Councils are responsible, for political reasons, for cutting our services instead of other overheads hardly helps this idea.

Some of the intentions of the ‘BIG Society’ may be good however it has not been accompanied by a commensurate reduction in taxes, in fact just the contrary taxes are going up and those who have diligently saved for old age are having their savings stolen from them by the process of inflationary Quantitative Easing.

While Cameron is now banging on about his 'BIG Society' he appears to be completely impotent as to where our councils should make cuts and of course by refusing us our referendum on the Lisbon Treaty he has virtually handed over control of our foreign policy, judiciary Army and much more to The European Union in Brussels.

Rather than come up with a grandiose idea like his ‘BIG Society’ he should just concentrate on getting back power from Brussels and reducing the size of Government and our taxes.

It has been proved over and over again lower taxes brings in more revenue.

The only ‘BIG idea’ the self confessed Heir to Blair needs is to ‘ CUT GOVERNMENT AND TAXES’ and trust us to do the rest!

The 'jungle drums' zealot: Chilling inside story of how one woman seized on an innocent phrase and sparked a politically correct witch-hunt

By Paul Bracchi

Making a fuss: Accuser Sonia Carr has made a habit of making complaints for the most trivial of matters. He claimed the 'jungle drums' comment caused her distress and health problems
Anna Farquhar has spent most of her life helping others — first as a nurse, then running a branch of St John Ambulance, a job she performed with distinction for more than 20 years. When she retired, she took up voluntary work with the armed services charity Soldiers, Sailors, Airmen and Families Association (SSAFA).
But the latest entry on her CV — and the reason you are reading about her today — is that of chairman of a local health watchdog in her native Wiltshire.
If truth be told, it was a job no one really wanted. It involved a mountain of paperwork, as well as endless meetings in draughty halls. But, aged 70 and a grandmother of five, Mrs Farquhar agreed to take on the job last May. The position, it should be stressed, was unpaid.
The only ‘perk’, apart from the satisfaction that comes from doing such a valuable, if thankless, task was the free tea and biscuits provided when she and her fellow volunteers met up.
But today, the ‘thoroughly decent’ Mrs Farquhar (not our words, but those of her colleagues) is a near-broken woman after being publicly vilified and humiliated.
What happened to her is not just a personal tragedy for Mrs Farquhar, but also an indictment of the kind of society we have now become, where the pernicious culture of political correctness holds sway and common sense has all but disappeared.
The story begins at a Scout hut in the village of Potterne Wick, near Devizes, where Mrs Farquhar lives with husband, Ian, 68, and where she has been a ‘pillar of the community’ for many years. Could there be a more unlikely setting for controversy?
But it was here back in August that Mrs Farquhar’s group, Wiltshire Involvement Network (WIN), convened. Towards the end of the meeting, Mrs Farquhar noted that gossip about NHS changes had been spreading within the health service, remarking: ‘You cannot help the jungle drums.’
The phrase, as everyone must know, is a commonly used expression similar to ‘rumour mill’ or ‘grapevine’.
Well, not everyone. Almost before Mrs Farquhar had finished her sentence, a voice from the public gallery rang out: ‘You can’t say that.’ The voice belonged to Sonia Carr.
Mrs Carr, 50, a veteran equality campaigner, claimed the remark was racist. Mrs Farquhar did not think she had said anything offensive, racially or otherwise, but apologised out of courtesy. That was the end of the matter. Or so it seemed.
Mrs Carr even remained behind for refreshments and sandwiches after proceedings had been concluded.
One month went by, then two, then three. Finally, on November 17 — some 13 weeks after the meeting in the Scout hut — a ten-page report landed on Mrs Farquhar’s desk with the sinister sounding title 'Complaint Investigator’s Report'.
It had been commissioned by Wiltshire County Council. The authority, it transpired, had received an official complaint from Mrs Carr about the ‘jungle drums’ aside.
But, as far as Mrs Farquhar was concerned, the document marked ‘confidential’ might just as well have been produced by a Communist politburo, such were its astonishing findings.
‘The comment [jungle drums],’ it informed her, ‘was inappropriate and caused offence.’ Underneath, written in capital letters, were the words: COMPLAINT UPHELD. Indeed, those words seemed to be everywhere.
Her colleagues had ‘failed to challenge’ her statement: COMPLAINT UPHELD.
There was a ‘clear lack of understanding of equality and diversity issues’ among the group: COMPLAINT UPHELD.
Mrs Carr had been interviewed, of course, before the report was published. So, too, had members of other organisations that had dealings with Mrs Farquhar and her team.
Scandalously, though, the only person who wasn’t interviewed was Mrs Farquhar herself or anyone on the 20-strong ‘steering committee’ who were present in the Scout hut. Except one, that is. And she was the one colleague who agreed with Sonia Carr. Those with high blood pressure should perhaps turn away now, for this is only half the story.
Gossip girls: The trouble began at a gathering of the Wiltshire Involvement Network when Anna Farquhar, 70, noted that gossip about NHS changes had been spreading within the Health Service, remarking: 'You cannot help the jungle drums' Gossip girls: The trouble began at a gathering of the Wiltshire Involvement Network when Anna Farquhar, 70, noted that gossip about NHS changes had been spreading within the Health Service, remarking: 'You cannot help the jungle drums'
One revelation, in particular, in the report that left Mrs Farquhar’s good name besmirched — unjustifiably and unfairly in the view of practically everyone apart from Mrs Carr and the politically correct jobsworths over at county hall — leapt off the page.
The sentence read: ‘The complainant [Sonia Carr] explained that she suffered real pain and was emotionally upset by the comment made and this has had an impact on her health and her family.’
Yes, that’s the same Sonia Carr who stayed behind for sandwiches and mingled happily with Mrs Farquhar and her colleagues after the fateful meeting.
Presumably, Mrs Carr, vicechairman of the Wiltshire Racial Equality Council, must have suffered a great deal of ‘pain’ and ‘emotional ‘upset’ in recent years. Why? Because this is not the first time she has she raised race issues. She has made a string of complaints against various public bodies, of which more later.
But still the council supported her unreservedly and, in the process, came close to destroying the reputation of a woman with an outstanding record of public service.
That in itself is shocking enough. But the authority’s policy of appeasement towards Mrs Carr hasn’t just had disastrous consequences for Mrs Farquhar.

Like its counterparts up and down the country, Mrs Farquhar’s organisation worked hand-in-hand with local authorities, monitoring NHS trusts and social care services, carrying out hospital inspections, among other things, and investigating grievances on behalf of patients.
Following the ‘jungle drums’ farrago, all volunteers working under Mrs Farquhar — 200 of them across Wiltshire — were banned from council premises and meetings. They were even forbidden from communicating with councillors in any way.
Funding to cover the watchdog’s administration costs was punitively withdrawn.
So a valuable public service was paralysed and a scandal, which had dragged on for more than six months — at an untold cost to the taxpayer — had now managed to turn an army of well-meaning and selfless individuals into pariahs.
All because of an innocuous turn of phrase that has long been part of everyday speech. Wiltshire County Council didn’t want you to find out about this, of course, and has done everything it can to stop information about the ‘jungle drums’ affair getting out.

'Chinese whispers', 'black magic', 'brown bread', and 'Indian summer' could soon be on the banned list

But the story was leaked to a local paper, the Salisbury Journal, last week. Cue a swift and embarrassing climb down this week when the ‘ban’ was lifted and funding reinstated. Could there be a more shoddy abuse of power by a supposedly democratically accountable institution?
It follows the saga of a black councillor in Bristol who called her Asian rival a 'coconut' (slang for someone who is betraying their roots by pandering to ‘white opinion’ because a coconut is white in the middle but brown on the outside) during a political debate.
Not a nice expression, certainly. Many might find it offensive. But common sense was the real victim when the councillor was prosecuted and subsequently convicted of racially aggravated harassment.
This offence was introduced under laws to deal with the Far Right marching through areas like Southall in Manchester or Islamic fanatics descending on military funeral processions in Wootton Bassett. Not squabbles in the council chamber.
The same culture — a kind of politically correct fascism — which resulted in ‘Coconutgate’ and too many other examples to mention, was also at the heart of the ‘jungle drums’ farce.
It's a culture epitomised and exploited by the likes of the wretched Sonia Carr, who has made a career out of causing trouble.
A separate complaint from Mrs Carr against Wiltshire Police is still under investigation.
‘I can confirm this lady has expressed concern about posters displayed at one of our stations,’ a spokesman revealed yesterday.
The nature of the complaint? Mrs Carr, a married mother-of-two from Warminster, was unhappy, it is alleged, about the ‘lack of black officers’ in the posters. Mrs Carr, whose husband is believed to work in the Army, has also complained about two officers at Wiltshire County Council, we have been told, and has targeted Anna Farquhar’s health watchdog on a previous occasion, too.
Waste of time and money: Astonishingly Wiltshire County Council held an official investigation into the incident and created a 10-page dossier - which eventually UPHELD the complaint

That gripe arose from a public meeting, organised by the watchdog, at the Corn Exchange in Devizes in April 2009, to discuss how people with dementia can best be supported. One member of the audience pointed out that sufferers sometimes found it hard to eat non-British dishes prepared by volunteers from ethnic minorities.
Mrs Carr, who was present, demanded an apology for the observation, which she deemed to be offensive, from the then chairman Phil Matthews.
He refused to indulge Mrs Carr after seeking legal advice. ‘I warned the council then about her,’ said Mr Matthews, who, it turns out, is also member of the local Coalition Against Racism.
Even so, the row rumbled on for a year before Mrs Carr went away. A few months later she was back, ‘tut-tutting’ from her seat in the Scout hut. Little wonder that Mrs Farquhar was heard to say ‘not this again’ when Sonia Carr protested about her ‘jungle drums’ remark.
The man blamed — even by many of his own colleagues on the Tory-run council — for allowing the complaint to escalate is deputy leader John Thomson.
‘The law makes it clear that what matters is not the intention of the person who uses the phrase but whether anyone is offended by it,’ he said.
By that logic, ‘Chinese whispers’, ‘black magic’, ‘brown bread’, and ‘Indian summer’ could soon be on the banned list in Wiltshire — and elsewhere — along with countless other popular phrases. In fact, Cllr Thomson, like everyone else involved in this politically correct witch-hunt, is hiding behind the law (which includes a clear ‘reasonableness test’) to avoid making sensible decisions.
That is evident from the ‘confidential’ correspondence between the council and the health watchdog.
In December, after the complaint against the watchdog was upheld, Mrs Farquhar sent a response to the authority ‘rejecting any notion of racism concerning the term “jungle drums”’ and cited ‘its wide usage as a company name’, giving as an example the Jungle Drums marketing consultancy in Dorset, whose previous clients include the Metropolitan Police. The council ignored the evidence.
Mrs Farquhar wanted to know what grounds there were for Sonia Carr’s claim that she suffered ‘real pain’, ‘emotional upset’ and adverse effects on her ‘health and family’. The council did not tell her.
The report, Mrs Farquhar, pointed out, accused her of making a ‘weak’ apology to Mrs Carr. ‘What does “weak” mean?’ she asked. ‘Whose judgement is this? The Complaint Investigator [council officer Heather Ludlow who was at the meeting in the Scout hut] was not present at that particular point and must, therefore, be accepting the judgement of someone else.’ The council did not respond.
Mrs Farquhar said that the procedures followed by the Complaint Investigator were ‘unsound and unjust’, that the findings were ‘all in one direction’ and that she and her colleagues never had an ‘opportunity to defend’ their position, which ‘defies common justice’.
‘It is matter of great regret this matter has taken so long to resolve,’ Mrs Farquhar said. ‘It has caused me great personal stress and I will be glad to get back to work serving the community.’
Colleagues say Mrs Farquhar has ‘visibly aged’ over the past six months. At her home in Devizes yesterday, her husband Ian, 68, a former local government education official, apologised for his wife being unable to come to the door. ‘She is shattered at the moment,’ he said.
At county hall, councillors said they were furious about the way the authority has behaved and would be calling for a public inquiry.
One letter in the Salisbury Journal summed up the local mood: ‘How reassuring for taxpayers to know that our representatives, while debating our precious health service, can find the time and money to investigate what can only be described as trivial complaint.
‘As for the council being “legally obliged”’ to investigate, this compounds the idiotic with the futile. Why wasn’t this individual taken to one side and informed that the term jungle drums offends no one?’
What a pity the useless Cllr Thomson or one of the highly paid (maybe that should read ‘overpaid’) officials he relied on for advice couldn’t have taken such a view six months ago and spared a ‘thoroughly decent’ woman from a very public and humiliating ordeal.

I note The Daily Mail on this matter states:
Gossip girls: The trouble began at a gathering of the Wiltshire Involvement Network when Anna Farquhar, 70, noted that gossip about NHS changes had been spreading within the Health Service, remarking: 'You cannot help the jungle drums'

Surely the ONLY potential offence here is caused by The Daily Mail being ‘genderist’ ;-)

I note the author’s name is Paul Bracchi
No doubt as progeny of Italian refugees who ran a Bracchi in South Wales ;-)

The phrase ‘Jungle Drums’ has absolutely no racial connotation.
Bracchi is racist and derogatory.
Gossip Girls is genderist and demeaning.

Calling Journalists ‘Hacks’ in future will no doubt have us all in Court on claims that we are implying they have been ‘hacking’ phones!!

Having lived in Africa for almost 10 years and travelled widely what is the cult fashion generic for its peoples of however many generations distance?

Blacks? Coloureds? Kaffirs? Muntu? Munts? Bantu? Mullattos? Negros? Niggers? Koons? Coons? Metese? Mettisage? All collective words that have been in or out of common usage and are perfectly acceptable for me to use if I am ‘of colour’!

Oh and lets not forget WOG which denotes a Works Office Ganger or casual daily paid labourer!

Well then I guess I can use all of them being a sort of pinky reddish white beige grey Honkey? Limey? PoME? Caucasian? Brit? Whitey?

The one good thing about the economic debacle resultant from the 13 unlucky years of misrule and economic illiteracy is that we can expect councils to have their budgets slashed and the QUANGOcratic idiocy will we hope be the first to go. They seem able to find time money and staff to promote racial hatred by backing idiotic opportunist claims as with Wiltshire Council but are all but incompetent to empty dustbins.

11th February 2011

Dear Bishop,

I listened to your interview on Radio 4 on Thursday 10th Feb about
Parliament‘s response to the ECHR judgment on prisoner voting.

I think you rather missed the main issue, which isn‘t whether
prisoners should be allowed to vote or not, but who should decide.

The Charter of Human Rights was a faux de mieux invented by Mrs
Eleanor Roosevelt at the end of the last war to be imposed on the
shattered countries of continental Europe. It was imposed, and this is
vital to understand, because hardly any of those countries in Europe
had any tradition of democracy. Nearly all had been under various
forms of totalitarian rule, whether monarchist, presidential or
ideological. Further, nearly every country had, and still has, a legal
system based on Corpus Juris (sometimes known as Code Napoleon).
Corpus Juris originates from totalitarian rule and views the citizen
as subservient to the State: thus in a court of law an accused person
has to prove their innocence - their judge is also their prosecutor
and defence lawyers are never allowed to become prosecutors or judges.
There is no jury system as understood in the UK (the judge directs the
jury to a verdict - the judge is not impartial, he is part of the
prosecution). Thus some protection of individual liberty had to be
imposed.

The situation in the UK was and is quite different. From king
Alfred‘s establishment of Common Law and the jury system, through
Magna Carta, Habeus Corpus and the Bill of Rights, the people of this
country, through their elected representatives in Parliament, decide
the Law and then it is the duty of the judiciary to administer it. If
a law seems bad to the people then the law can be changed by
Parliament. The system of British Law enshrines all the ideas of Human
Rights by default: a British citizen is free to do as he or she choses
unless it is contrary to the law of the land. This is not true under
Corpus Juris nor even the CHR. There, only what is expressly permitted
is allowed. Britain should never have signed up to the CHR as it is
not required in this country.

Parliament is sovereign with regard to what constitutes Law in the UK.
Indeed you and I have assented to this, as Anglicans in holy orders:
both by our assenting to the 39 Articles (in particular Article 37)
and by our oath of allegiance.

That a Parliament agreed to sign up to the CHR is irrelevant:
Parliament can equally decide to revoke that agreement (no Parliament
may bind its successors) - indeed I believe it should do so as soon as
possible.

Laws must not be imposed on this country from outside by people who
have never been elected or appointed by Parliament. That is the road
to totalitarianism.

A word about this famous ECHR. It is made up of superannuated
placemen and bureaucrats, many of whom have no experience of
jurisprudence and hardly any the slightest understanding of UK law.
There are, for example, judges from Russia in the ECHR. The countries
of Europe may bow to it if they wish, but the peoples of those
countries have never been consulted about it.

Regarding prisoners‘ votes. In this country we do not (yet) have
prisoners of conscience - unlike not a few European countries -
therefore the issue does not even arise. As David Davis MP quite
neatly put it, ”Those who break the law cannot be allowed to make the
law.•

When a prisoner is released they may of course use their vote.

Yours faithfully,
